WorkSource Macon-Bibb is dedicated to developing a regional workforce by:

  • Enabling individuals to achieve their highest potential
  • Ensuring employers have a skilled workforce to compete competitively in the global economy
  • Capitalizing on the untapped potential of underemployed and discouraged job seekers

WIOA VISION

The workforce development system will be characterized by three vital hallmarks of excellence:

  1. Meeting the needs of employers by partnering with businesses to drive workforce solutions;
  2. Providing excellent customer service to job seekers and employers with an emphasis on continuous improvements through One-Stop Centers (or American Job Centers);
  3. Supporting regional economies and actively engaging in the community by serving as the strategic leader for the development of sector strategies and career pathways, becoming the convener for the local workforce development stakeholders

MBWDB Priorities to Implementing WIOA

Local Workforce Development Boards (LWDBs) are entities created to implement the Workforce Innovation and Opportunity Act (WIOA) of 2014, which succeeds the Workforce Investment Act of 1998. Every regional community is associated with an LWDB. For each LWDB, a Chief Local Elected Official (CLEO), a county commissioner or the mayor of a lead city, appoints members to the Board. These appointed positions are unpaid and at least 50 percent of the LWDBs membership must come from private businesses. There are also designated seats on the board for representatives from labor unions, educational institutions, public sector, economic development and other social service organizations; however, the LWDB is primarily led by a private-sector majority.

The Macon-Bibb Workforce Development Board (MBWDB) is responsible for providing policy guidance and local planning, driving workforce solutions, and building a strong alliance for regional economies in the Macon-Bibb region. The Board is to promote a workforce development system that meets the needs of businesses, job seekers, and workers by convening and leveraging industry/sector partnerships to strengthen economic growth in Middle Georgia. The MBWDB oversees a wide range of employment-related programs and initiatives serving Macon-Bibb County and works in conjunction with economic development-related administrations to create resources for job seekers and for incumbent workers within the community.

 

It is the responsibility of the MBWDB to develop a more agile and comprehensive system that meets employers’ workforce needs while improving employment opportunities for job seekers.

The MBWDB, in accordance with the Agreement between the MBWDB and CLEO, shall:

  1. Establish an Executive Committee, which shall have the authority to act on behalf of the full MBWDB in emergency situations;
  2. In partnership with the CLEO, develop and submit a local workforce plan to Georgia Department of Economic Development Workforce Division;
  3. Designate or certify One-Stop Operator(s); and terminate for cause the eligibility of such operator(s), with agreement of the CLEO;
  4. Identify eligible providers of youth activities in the local area and award grants or contracts on a competitive basis, which shall be based on the recommendations of the Youth Committee;
  5. Identify eligible providers of training services in the local area;
  6. Develop a budget to carry out the duties of the MBWDB subject to approval, in writing, of the CLEO; all approved budgets shall be submitted to Georgia Department of Economic Development, Workforce Division (formally GOWD), no later than two weeks after the CLEO approves it;
  7. In partnership with the CLEO, conduct program oversight of the youth, adult, and dislocated worker local employment and training activities and the One-Stop service delivery system in the local area;
  8. Negotiate local performance measures, in partnership with the Chief Locally Elected Official and the Georgia Department of Economic Development Workforce Division;
  9. Assist the Governor in developing the statewide employment statistics system described in Section 15(e) of the Wagner-Peyser Act; and
  10. Coordinate workforce innovation and opportunity activities in the local Workforce Development Area with economic development strategies and develop other employer linkages.
